... Flood Watch remains in effect through Friday afternoon...

The Flood Watch continues for

* a portion of northeast Florida... including the following
areas... Alachua... Baker... Bradford... Clay... Columbia... Duval...
Flagler... Gilchrist... Hamilton... Marion... Nassau... Putnam... St
Johns... Suwannee and Union.

* Through Friday afternoon

* Tropical Storm Fay is over east central Florida and will move
north northeast then turn north and slow on Wednesday and is
then forecast to turn northwest and possibly strengthen over
the Atlantic. As Fay moves closer to the area through
Wednesday and Thursday... rainfall potential will increase as
outer rain bands approach from the south. As a result... a
Flood Watch remains in effect for all of northeast Florida.

* Highest rainfall amounts... both preceding and directly
associated with Fay... will favor eastern sections of the area.
Based on the current forecast track... eastern sections of
northeast Florida could receive 8 to 12 inches... with locally
higher amounts possible. Further inland amounts may vary from 5
to 10 inches. If Fay slows even further... then higher amounts
can be expected.

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

Tropical Storm Fay is expected to emerge off the coast of east-
central Florida Wednesday afternoon and become a hurricane over
the coastal waters. This has resulted in the posting of a tropical
storm wind watch for inland areas of southeast Georgia.

... Areas affected...
this statement recommends actions to be taken by persons in...
northeast Florida.

... Watches/warnings...
a tropical storm wind watch remains in effect through late
Thursday night. Please listen to NOAA Weather Radio or go to
weather.Gov on the internet for more information about these
additional hazards.

Flood Watch.

... Storm information...
at 1100 PM EDT... the center of Tropical Storm Fay was located
near latitude 27.7 north... longitude 80.7 west with maximum
sustained winds of 50 mph. This position is about 30 miles south-
southwest of Melbourne Florida and also about 190 miles south of
Mayport Florida.

... Precautionary/preparedness actions...
residents and visitors in the watch area should prepare for the
potential of tropical storm force winds... and heavy rainfall which
may cause flooding. Please heed the advice of local emergency
management officials.

... Winds...
Tropical Storm Fay is expected to emerge off th coast on
Wednesday and develop into a hurricane before moving westward
toward the coast. This will allow winds to increase across inland
portions on Thursday with tropical storm force wind conditions
possible.

... Probability of hurricane/tropical storm conditions...
the probability of tropical storm conditions developing is 40 to
60 percent. The chance for strong tropical storm conditions is 10
to 20 percent. The probability of hurricane force winds is 5 to 10
percent along the immediate coast. Should the storm maintain the
forecast track and expected intensity... these probabilities would
increase with time.

... Inland flooding...
through Friday... general rainfall amounts of 5 to 10 inches with
locally higher amounts can be expected. If the storm moves very
slowly across the area rainfall amounts can be much higher. This
rain may not begin until late Wednesday or Thursday but will
become quite heavy when the storm approaches you area. If you
experienced flooding during tropical storms Frances or Jeanne in
2004 you may experience flooding once again.

This amount of rain can produce flooding of roads... especially
those with poor drainage. Known intersections with very poor
drainage may have water levels up to 3 feet. Other poor drainage
areas will have water rises of 1 foot. If approaching a flooded
roadway... turn around don't drown.

... Tornadoes...
isolated tornadoes will be possible beginning late Wednesday and
into Thursday.

... Next update...
this statement will be updated around 530 am EDT on Wednesday or
earlier should conditions warrant.

..Flood Watch and tc watches in effect for the area... 


Short term... 
please refer to the tropical storm local statement...miahlsjax...and 
the associated web-based graphical statement for information on 
expected impacts from Tropical Storm Fay. 


The center of Tropical Storm Fay is currently positioned in 
vicinity of Melbourne with outer rain-bands moving onshore over 
Flagler and St. Johns counties. Rain coverage will likely increase 
from the south today as Fay is forecast to lift northeast over the 
Atlantic waters. Have basically included northwest-southeast distribution of 
probability of precipitation...ranging from around 40 percent across interior southeast 
Georgia to categorical probability of precipitation for southern St. Johns...Flagler... 
southern Putnam and eastern Marion counties where strongest feeder 
bands will likely set up as the day progresses. Per latest 
forecast track by NHC...Fay is forecast to strengthen into a 
category 1 hurricane tonight over the Atlantic waters...moving 
onshore near St. Augustine Thursday morning. Given this forecast 
track...have increased probability of precipitation to categorical threshold for areas 
mainly east of U.S. Highway 301. Fay is forecast to weaken into a 
tropical storm and move northwest...albeit slowly...across jax 
County Warning Area Thursday and continuing into Friday. 


Long term...based on latest track by NHC...Fay is forecast to 
weaken into a tropical depression over The Big Bend region of 
North Florida Friday evening possibly reaching the Florida-GA-al state 
line by sunrise on Saturday. Deep tropical moisture and broad 
circulation associated with Fay will likely lead to scattered 
coverage of showers and thunderstorms on Saturday...however this 
is again dependent upon actual track and intensity of Fay. Sunday 
and into next week...have maintained chance probability of precipitation for mainly diurnally 
driven convection.

Aviation...showers will continue to spread north and move inland 
today affecting gnv...jax...and crg...and then ssi by afternoon. 
Current VFR/MVFR conditions will become IFR in heavy downpours 
accompanied by strong gusty NE winds. 
&& 


Marine...winds and seas will continue to increase through Thursday 
night as ts Fay approaches. Conditions will gradually improve Friday 
as Fay moves away. Widespread showers and thunderstorms expected 
with waterspouts possible.

Hydrology...a Flood Watch continues for northeast Florida and 
southeast Georgia through Friday afternoon. Based on latest HPC quantitative precipitation forecast 
graphics...rainfall totals nearing 10 inches will be possible with 
this event. Rainfall totals will be highly dependent upon actual 
track and strength of Fay.
