* at 425 PM EDT... National Weather Service Doppler radar indicated
very heavy rain associated with a persistent rainband on the south
side of Tropical Storm Fay. Doppler radar estimates that 3 to 4
inches of rain fell in a 3 hour period from near Deltona to Cassia.
Reports of several Road closures and waters approaching homes has
beeen received in Seminole County.
* Locations in the warning include but are not limited to Mid Florida
lakes... Sanford and de bary.
Additional rainfall amounts of of 2 to 3 inches are possible through
early evening as the band persists across the warned area.
Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

... Flood Watch now in effect through Friday afternoon...
The Flood Watch is now in effect for
* all of east central Florida... including the following counties...
Volusia... Indian River... Martin... Brevard... Lake... Okeechobee...
Orange... Osceola... Seminole... and St. Lucie.
* Through Friday afternoon
* as the center of Tropical Storm Fay moves slowly northwest
through Friday the potential for heavy rains and additional
flooding will continue over east central Florida.
The heaviest rainfall from Fay is expected to fall immediately to
the south and west of the center of Fay today... then gradually
transition to the south and east side of the center through Friday
as Fay moves slowly northwest. Rainfall totals across northern
sections of east central Florida may reach 4 to 8 inches with
locally heavier amounts today as persistent rain bands wrap around
the center.
As Fay moves slowly to the northwest today through Friday... there
may be periods of diminished rainfall in your area. However...
the potential will exist for additional heavy rainfall to develop
in rainbands to the east of the center... so remain vigilant to the
potential for additional flooding through Friday. With many areas
already receiving historic rainfall totals from Fay... it will not
take much rainfall to further aggravate ongoing flooding or
produce additional flooding problems in water logged areas.
A Flood Watch means there is a potential for flooding based on
current forecast for Tropical Storm Fay.
You should monitor later forecasts and be alert for additional
flood warnings. Those living in areas prone to flooding should be
prepared to take quick action should additional flooding develop.
Inland Tropical Wind Warning

... Flooding rains continue for inland locations as Fay moves
slowly west...
... New information...
for this evening... the inland flooding threat for Seminole County
is high! Flooding will also occur in parts of Lake... Orange... and
Volusia counties! People should act now to protect life and
property! Flood waters become very dangerous after dark!
... Areas affected...
this statement recommends actions to be taken by persons in the
following inland counties... Lake... Orange... Seminole... Osceola... and
interior Volusia.
... Inland flooding...
rainbands from Fay... containing intense torrential rain... will
continue to spread across Seminole... Orange... Lake and interior
Volusia counties. As Fay tracks farther inland... slowly to the
west... the threat for additional flooding will remain high as
rainbands develop near and south of the storm center. Rainbands
will continue to move across the same locations for extended
periods of time. An additional 3 to 5 inches of rain will be
possible this evening... with as much as 8 inches in spots overnight.
Importantly... this will be on top of generous rains that have already
occurred in these areas. The main threat area for flooding will be
north of a Kissimmee to Titusville line. Flood waters are already rising
in several neighborhoods in Sanford and Oviedo in Seminole County.
Listen for additional flash flood warnings. Be sure to keep your
NOAA Weather Radio turned on overnight.
More so... even far from the center and after passage of the
tropical storm... a very moist tropical airmass will make
conditions favorable for bands of heavy rainfall to develop having
torrential tropical rain rates. Residents throughout east central
Florida should not let their guard down concerning the flood
threat during the next several days.
On the Saint Johns River... run off from the associated heavy rain
from Tropical Storm Fay has prompted concern for minor flooding at
Astor. This mornings stage height was 2.3 feet... but the forecast
is expected to reach flood stage of 2.8 feet on Friday... and up to
3.0 feet into early next week. If additional significant rain
amounts are experienced the rest of today and overnight... the
forecast may be somewhat higher. Be sure to keep informed of the
latest river forecast for the Saint Johns at Astor.
On the Saint Johns at Deland and Lake Harney... these points are
forecast to reach action stage. Nearby residents should monitor
the latest river forecasts between Lake Harney and Deland... to
include Sanford... through this weekend.
... Winds...
tropical storm force winds... especially in gusts... will continue
this evening. The strongest winds will occur near the broad
circulation center of Fay as it tracks farther inland. Even across
interior locations... including Metro Orlando... Leesburg... and
Sanford... wind gusts between 35 and 45 mph will be common... and
even higher in passing squalls to 60 mph.
... Tornadoes...
until sunset... there is at least a low threat for isolated tornadoes
across all of east central Florida through sunset. If a tornado
does develop... it should be brief and short lived.
People in the local area should prepare for at least a low impact
from tornadoes... with the potential for isolated to scattered
locations to experience minor to moderate damage. If a tornado does
occur... it should be brief and short lived.

208 fxus62 kmlb 211908 afdmlb Area forecast discussion National Weather Service Melbourne Florida 308 PM EDT Thursday Aug 21 2008 Discussion... ..Tropical Storm Fay made landfall vicinity Flagler and Ormond beaches... ..Heavy rainfall and a continued flood threat mainly over northern areas as rain bands wrap around the circulation center... Tonight/tomorrow...latest Doppler radar images indicating Tropical Storm Fay is beginning to have a slightly faster movement towards the west to northwest and looks to have made landfall between Ormand by the sea and Flagler Beach which follows the latest NHC forecast track. NHC track then takes Fay towards the west across the northern Florida Peninsula and briefly drags it through the Gulf of Mexico late Friday afternoon. Continuing tropical storm force winds and areal flooding due to persistent heavy rain bands around Fay will continue to be a threat tonight into tomorrow. However winds do look to begin to decline this evening as Fay weakens over land. Will have to re-evaluate current tropical storm wind/tropical storm wind warnings with next TPC/NHC advisory but as for now they remain in place. Flooding will continue to be of concern through tonight into tomorrow...especially over the north where a persistent rain band continues to rotate over the center of Fay. Flooding has been reported on several roads in Seminole County with heavy rain continuing over the area at this time. A Flood Watch remains in place across the entire County Warning Area through Friday afternoon. Chances of rain and storms decrease to scattered areawide Sunday as Fay will have tracked far enough to the west to lose much of its influence on east central Florida/S weather. Previous extended... ridge axis over the eastern U.S. Will push off the eastern Seaboard sun and merge with the Bermuda ridge over the Atlantic as the T.S. Fay (or her remnants) moves into the lower MS valley.
