High Surf Advisory, Areal Flood Watch
Statement as of 4:46 PM EDT on July 24, 2008
... High surf advisory remains in effect until 8 am EDT Friday...
A high surf advisory remains in effect until 8 am EDT Friday.
Building seas south of New England will reach 8 to 10 feet this
evening and then diminish below 7 feet by Friday morning.
A rip current... sometimes mistakenly called an undertow... is a
strong but narrow current of water flowing from the beach to the
surf zone. It can rapidly carry a swimmer into deeper water and
exhaust an individual trying to swim against it.
If you are a poor swimmer and are caught in a rip current... swim
parallel to the beach until out of its pull. Another means of
escape for those who are good swimmers is to ride the current out
beyond the surf zone where the rip current dissipates... then swim
toward shore outside the effect of the narrow rip current.
Do not attempt to swim back to shore directly against the
current... it can exhaust and drown even the strongest swimmer.
Heed the advice of the beach patrol and swim only at guarded
beaches. Watch your children. Be especially cautious near piers
and jetties where rip currents can be enhanced.
... Flood Watch remains in effect until 2 am EDT Friday...
The Flood Watch continues for
* portions of northern Connecticut... Massachusetts... southern
New Hampshire and Rhode Island... including the following
areas... in northern Connecticut... Windham CT. In
Massachusetts... central Middlesex MA... eastern Essex MA...
eastern Norfolk MA... eastern Plymouth MA... northern Bristol
MA... northern Middlesex MA... northern Worcester MA... southeast
Middlesex MA... southern Bristol MA... southern Plymouth MA...
southern Worcester MA... Suffolk MA... western Essex MA...
western Norfolk MA and western Plymouth MA. In southern New
Hampshire... eastern Hillsborough NH and western and central
Hillsborough NH. In Rhode Island... Bristol RI... eastern Kent
RI... Newport RI... northwest Providence RI... southeast
Providence RI... Washington RI and western Kent RI.
* Until 2 am EDT Friday
* tropical moisture ahead of an approaching cold front continues to
bring numerous showers and thunderstorms to the region. Some
thunderstorms may bring localized heavy downpours of 1 to 3 inches
in one hour. As a result... the threat of flooding still exists.
* Drier... more stable air will begin to work its way eastward into
the Fitchburg to Worcester region as well as the Putnam Connecticut
area over the next few hours.
This product... along with other weather... hydrological and climate
information... is available on the web at http://weather.Gov/box.
You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

Public Information Statement
Statement as of 6:10 PM EDT on July 24, 2008
... National Weather Service confirms EF1 tornado on July 23 in
Warren Rhode Island and Swansea Massachusetts...
A National Weather Service team has concluded a damage survey today
in a portion of eastern Rhode Island and southeast Massachusetts.
We have determined that a waterspout occurred just off of Rumstick
Point in Barrington Rhode Island. This waterspout then moved onto
land over the southern portion of Warren near the Bristol line at
Hanley farm Road. It then continued eastward across the kickemuit
river in the Touisset Highlands section of Warren. It then crossed
the Cole river and continued to cause damage in the Ocean Grove
section of Swansea.
Most of the damage had a rating of EF0 on the Enhanced Fujita scale
with wind speeds of 65 to 75 mph. However there was one small
section of Warren... near the intersection of Route 136 and Harris
Avenue including Overhill Road in the Laurel Park area... that
demonstrated EF1 damage. Wind speeds in that area were estimated at
90 mph.
The tornado path length was 4.2 miles and for the most part was
continuous. It was very narrow with a path width of only 40 yards.
The waterspout off of Barrington was first observed at 4 PM. The
tornado hit Warren at 405 PM and Swansea at 410 PM.
The National Weather Service in Taunton had issued a special marine
warning for Narragansett Bay at 335 PM and mentioned the possibility
of a waterspout developing. A Severe Thunderstorm Warning was issued
at 350 PM and it was upgraded to a Tornado Warning at 404 PM.
No injuries were reported. The majority of the damage was to
trees... some of which fell onto power lines and houses. There were
numerous eyewitness accounts of dark funnels... swirling
debris... intense roaring... and a garage door bowed out toward the
path of the tornado. A large tree near Harris Avenue was lifted up
and thrown 40 feet onto Route 136. At that location... small trailers
also had been blown onto Route 136.
Many thanks to the eyewitnesses... amateur radio operators... police
and fire officials... and local media who provided vital information
for this survey.

NWS Forecaster Discussion
384 fxus61 kbox 242130 afdbox Area forecast discussion National Weather Service Taunton Massachusetts 530 PM EDT Thursday Jul 24 2008 Synopsis... a slow moving cold front will bring heavy rainfall and possible flooding to portions of southern New England through this evening. A second cold front will approach late this weekend with another round of showers and thunderstorms possible. Unsettled weather will remain across the region through early next week. && Near term /until 6 am Friday morning/... moist south flow continues across the region with precipitable water values around 1.7 inches in the CT valley and around 2 inches along I-95 in the coastal plain. The right entrance region of a 110 knot upper jet is overhead helping maintain the lift...along with lingering instability / Li values remain below zero. These factors will remain in place through the evening. A cold front in eastern New York state will then sweep through overnight. This will move out the high moisture and also stabilize the atmosphere. So we will maintain high probability of precipitation this evening but with a diminishing trend during the night. Moisture aloft also dries overnight...so we would expect some clearing late. Note...a storm survey was conducted today on the damage that occurred across the East Bay portion of Rhode Island and adjacent southeast Massachusetts on Wednesday. A public information statement has been issued at 505 PM with information on an EF1 tornado that occurred in Warren Rhode Island and Swansea Massachusetts. Please refer to bospnsbox for details. && Short term /6 am Friday morning through Friday night/... we maintained a chance of showers on the cape and islands. Otherwise the upper trough pulls out to the northeast with a light dry airmass in place. Plenty of sunshine through the day which should promote good deep mixing. With 850 mb temperatures of 14c and 10c at 800 mb / equivalent to 15c at 850 mb / we would expect maximum temperatures Friday in the middle 80s...cooler at the coast. Fair dry weather continues Friday night with patchy fog in the light flow overnight. && Long term /Saturday through Thursday/... models continue to show wide spread with the surface features of individual model members through a majority of the suite...so not a whole lot of confidence with this portion of the forecast. Upper level features appear to be more stable...with continuation of the long wave troughs on the west and east coasts with the ridge across the middle of the country. Excellent extended discussion available from HPC long range unit. Saturday...lots of questions remain on the timing of the approaching front out of the Great Lakes around the cutoff upper low over Quebec. At this point...appears that the front may hold off to give a partly to mostly sunny day especially over eastern areas. May see scattered showers/thunderstorms during the afternoon moving into S New Hampshire/west Massachusetts into Worcester County. Sunday and Monday...current trend is that the front will crawl across the region...with chance-likely showers/thunderstorms through this period. Front should push just offshore Monday morning...but chance probability of precipitation will continue through most of the day especially along the coast closer to the front. Tuesday...front stalls S of New England. Clouds may linger...mainly over central and southern areas. For now...have removed mention of showers from forecast...but tough call especially if any waves form on the front. Wednesday...appears to be a good day as front sags a bit further S. Might see a few showers sneak into south coastal areas late in the day and at night. However...still not very confident. Thursday...models suggest that a wave may form on the front...which may allow the front to lift closer to the region. Have brought showers/thunderstorms back in. && Aviation /21z Thursday through Tuesday/... generally MVFR ceilings this evening with scattered IFR possible in heavier showers and scattered thunderstorms. Locally heavy rainfall possible. Conditions will in general improve overnight as the rain moves off...but clearing and light flow will allow patchy fog especially in the western valleys such as around baf and bdl. Conditions improve to VFR Friday. Scattered IFR in fog Friday night especially in the favored valleys. Outlook...Saturday through Tuesday... Sat...VFR. Conditions lowering to MVFR-IFR in scattered rain showers/thunderstorms and rain and patchy fog from west-east Sat night. Sun and Monday...MVFR-IFR am...then MVFR PM scattered shra/tsra. Fog patches mainly during the overnight hours. Tuesday...MVFR in patchy fog and scattered showers in the morning east portion... otherwise VFR. && Marine... Small Craft Advisory continues along the outer and southern inner waters tonight. Seas maximum out tonight south of Marthas Vineyard...then diminish during Friday. We maintained the high surf advisory as is in Rhode Island and adjacent Massachusetts...with improving conditions on Friday. We extended the high surf advisory in Marthas Vineyard and Nantucket until noon. These islands will be close to lingering 7 foot seas during the morning. But even these conditions should improve Friday afternoon. Outlook...Saturday through Tuesday... Saturday...S winds at 10-15 kts with some gusts to 20 knots expected with approaching front. Seas will build to around 5 feet on the southern outer waters at night. Visibilities reduced in patchy fog...with some areas of fog S and east of Nantucket with warm air over the cooler waters. Sunday and Monday...small craft conditions expected through Sunday night on the southern outer waters with seas up to 6 feet possible. Expect showers/thunderstorms along with patchy fog over the waters. Tuesday...winds shift to west and diminish. Seas also subside below 5 feet. && Hydrology... water vapor imagery indicates a marked cutoff of the tropical moisture behind the cold front...which has moved very slowly today. The front was positioned over eastern New York into New Jersey as of late this afternoon. As for the showers and thunderstorms...the back edge has already pushed through the majority of the lower Connecticut valley region. In this area...the flood threat has ended and the Flood Watch has been taken down. The back edge of the showers and thunderstorms expected to track across central Massachusetts early this evening. Also...radar indicates that the intensity of the rainfall in general is diminishing. For now have continued areal Flood Watch for locations east of the lower Connecticut River valley /except for Cape Cod and the islands/...but watch may be taken down within the next few hours. Will continue to monitor. As for larger rivers...monitoring the lower Connecticut River at Hartford and Middletown. There is a chance for minor flooding at these two forecast points late tomorrow. Historically...July flooding on the lower Connecticut is rare. The last time the river went to flood in Hartford during the month of July was 35 years ago...in 1973. A river Flood Warning has been issued for minor flooding on the Pawtuxet River in Cranston...consult latest bosflwbox for more details. && Box watches/warnings/advisories...
